bond worth $2 million, the state of
Washington said in a brief filed in court

will have a "devastating" impact on Bremerton's
economy, the city's attorney said Thursday.
"Redevelopment of the city in general, and
downtown in particular, depends on

to Seattle, especially fast-ferry
access,"
the city said in its brief.
